Does the Accounting Chamber have any complaints against the Ministry of Digital Economy and the Innovation Development Fund? What is indicated in the audit results?
The Accounting Chamber conducted an audit of the activities of the Ministry of Digital Transformation and the Innovation Development Fund regarding the implementation of innovative solutions for defense needs in the period 2024 — the first half of 2025.

Based on the results of the audit on the topic «Development of innovations and technologies for defense needs during martial law», the Accounting Chamber concluded that this system requires clear regulatory regulation, and the mechanisms for selecting projects for state funding need to be improved.
As for funding, in 2024 — the first half of 2025, the Fund received UAH 3.4 billion, and based on the results of competitions, 10 contracts worth UAH 2.2 billion were concluded. At the same time, another 437 contracts worth UAH 745 million were financed within the framework of the Brave1 grant program.
«Some of the funded developments have been codified, are being supplied to units of the Armed Forces of Ukraine and are being used in combat conditions… At the same time, despite the technological results achieved, certain managerial shortcomings were identified that limit further improvement in the efficiency of the defense innovation system,» the audit results, presented by Hennadiy Plis, a member of the Accounting Chamber, state.
In the report, the auditors also point out shortcomings in the activities of the Innovation Development Fund in terms of defining target performance indicators and fully reporting on their implementation. «This complicates the assessment of the effectiveness of project financing and monitoring of achieved results,» the Accounting Chamber notes.
The audit also identified certain aspects that require improvement in the area of project selection, in particular regarding access to information, the validity of procedural decisions, and the disclosure of approaches to providing expert assessments.
According to the Accounting Chamber, the terms of grant agreements also require further development in order to strengthen the protection of the interests of the state.
