The government has approved the state budget for 2026: how much will be spent on defense, digitalization and the space industry

«Now all of Ukraine must be in the Army or for the Army. This is reflected in the 2026 state budget,» Svyrydenko noted .
She reported that next year, state budget expenditures will amount to UAH 4.8 trillion (+ UAH 415 billion from 2025). Revenues are estimated at UAH 2 trillion 826 billion (+ UAH 446.8 billion or 18,8% from 2025), and the deficit is at the level of 18,4% of GDP (-3.9 percentage points by 2025).
According to the Ministry of Finance, GDP growth in 2026 will be 2,4%, and inflation will reach 9,9%. The minimum wage will increase to 8,647 (+647 UAH), and the average wage will increase to 30,032 UAH (+4,146).
Defense spending. The largest share of the state budget in 2026 will be allocated to defense: UAH 2.8 trillion (27.2% of GDP), which is UAH 168.6 billion more than this year. Of this, UAH 1.923 trillion will go to the Ministry of Defense, the Security Service of Ukraine and the Main Intelligence Directorate will receive UAH 29.7 billion and UAH 43.3 billion, respectively.
The majority of defense spending is for the payment of cash support to the military — UAH 1.143 trillion (UAH 17.15 billion more than in 2025). UAH 678.12 billion is planned for the purchase and repair of military equipment and the purchase of ammunition (UAH 4.65 billion less than in 2025).
Digitalization costs. The state budget for 2026 provides for the allocation of UAH 7,414.1 million to the Ministry of Digital Transformation. This is almost UAH 3 billion more than last year. Of these, UAH 4,986.3 million (+2 billion) will be directed to support innovative projects for defense security through the Brave1 cluster.
Actually, UAH 2,430.1 million has been allocated for digitalization. Of these,:
to expand the functionality of the «Diya» web portal — UAH 1,141.1 million;
for the operation of the educational mobile application «Mriya» — 234.9 million UAH;
development, administration and ensuring the functioning of state electronic information resources — UAH 325.9 million;
new areas (Country Dashboard and «Diya.Engine») — UAH 134.6 million;
implementation of the public investment program of the National Informatization Program — UAH 800 million;
increasing the efficiency of state regulation in the field of organizing and conducting gambling and lotteries — 28.5 million hryvnias.
Expenditures on space and science. Funding of UAH 19,869.4 million is provided for scientific and scientific-technical activities in Ukraine for 2026, of which UAH 15,892.7 million is from the general fund of the state budget.
The draft State Budget of Ukraine for 2026 provides for expenditures from the general fund for the space industry. In particular, UAH 380 million for experiments in the interests of national security and UAH 486.6 million for ensuring the reception and processing of special and service information from spacecraft.
Earlier, Finance Minister Serhiy Marchenko said that Ukraine still does not have the sources to cover its needs for 2026 in the amount of 16 billion euros or about $19 billion. «We need more money than this year. We have not yet seen the final stage of this war, so we need to prepare,» he said .
