«One of the most important reforms that each of our governments has failed time and time again is judicial reform. Inefficient and corrupt courts are one of the main reasons why investments did not come to us, and the economy developed too slowly (of course, before the war)», — Dubilet noted in his Telegram.
According to him, the problem can now be solved radically — with the help of modern AI technologies.
«Initially, artificial intelligence (AI) should come to supplement, and later replace, most participants in legal proceedings. And I assure you, this is the most effective and, perhaps, the only solution. And the sooner we start working in this direction, the better», — says the co-founder of Fintech Farm.
He proposes the implementation five-stage reform with a gradual transition to digital justice and the use of language models (LLM):
Digitizing legal proceedings: All documents, audio, and other materials should be digitized so that AI can access them.
AI training: Language models must be «trained» on laws, precedents, and court decisions — similar to human learning.
Using AI as an assistant: AI will initially act as a «junior specialist» — preparing draft decisions for judges, prosecutors, and lawyers.
Control and audit: AI will monitor compliance with regulations and will even be able to signal questionable decisions or violations.
Automation of judicial decisions: In the final stage, artificial intelligence will begin to replace humans in simple and later more complex judicial tasks.
«Over time, we will become increasingly convinced that he performs a wide variety of functions more professionally, more honestly, and more promptly», — Dubilet believes.
In his post, he noted that Fintech Farm has been using AI in many processes for years, including lending decisions. However, only large language models have made a «real breakthrough.»
«The most obvious application of LLM has been support service. Now our clients are increasingly choosing to communicate with AI instead of live operators — and they remain satisfied! (If necessary, they can switch to a human). This is the result of long and painstaking work that we have been doing over the past year», — said the co-founder of Fintech Farm.
In his opinion, AI will allow for a radical solution to a problem that is inherent not only to Ukraine, but also to many developed countries — long queues in courts.
«Imagine a world where legal proceedings do not drag on for years! This will give an incredible impetus to the development of the economy and the entire society», — notes Dmytro Dubilet.
He added that not everyone may agree with his vision, but he believes that the implementation of AI is «a chance to build a new judicial system in Ukraine, in which justice really works». Dubilet called for such a reform to be implemented as soon as possible.
