The joint group of companies DVL (Datagroup-Volia-lifecell) continues the large-scale construction of an energy-efficient gigabit GPON network, started by Volia in May 2024. During the year of the project's existence, 346,100 apartments received access to high-speed Internet using this technology, including more than 100,000 apartments in Kharkiv.

According to DVL, over the year the company provided Internet with GPON technology to almost 2,900 apartment buildings: this is 297,800 apartments in Kyiv, Lviv, Vinnytsia, Kharkiv and Dnipro, as well as for 47,300 apartments in other settlements
"After the "pilot" that took place in Kyiv in the fall of 2023 and the calculations made, the project was launched in several cities in the spring of 2024. In Kyiv, Lviv, Vinnytsia, the modernization of the DOCSIS network began, and in Kharkiv - FTTB. And even despite the complication of the work of technical teams due to constant shelling, for Kharkiv residents during this time they were able to provide network connections for 106,300 apartments. This year the project was also scaled up to the city of Dnipro,” the DVL press release says.
Overall, the DVL group of companies plans to achieve GPON penetration of up to 60% in each city where large-scale network modernization is underway. Thus, in just 5 months of 2025, construction in them covered more than 135,100 apartments.
At the same time, in addition to Kyiv, Lviv, Vinnytsia, Kharkiv and Dnipro, spot work is also actively being carried out in 26 other cities of Ukraine. In particular, in Sumy, Cherkasy, Mykolaiv, Khmelnytskyi, Rivne, Odessa, Chernivtsi, Lutsk, Ternopil, Truskavets, Ivano-Frankivsk and other settlements. On May 2025, within the framework of this construction, access to energy-efficient gigabit GPON Internet is provided for more than 47,300 homes.
The following cities currently have the greatest local coverage:
Nizhyn city (Chernihiv region): 29% of apartment buildings;
Izyum city (Kharkiv region): 15% of apartment buildings;
Dobrotvir city (Lviv region): 25% of apartment buildings;
