Daily state budget losses of UAH 400 million — business representatives call for postponement of the launch of "eExcise"

This was discussed at a meeting of the working group of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, which was attended by business representatives, reports Channel 24.
In their statement, the American Chamber of Commerce in Ukraine, the European Business Association, the Ukrtyutyun Association, the Ukrgorilka Association, the Ukrainian Food Retail Alliance Public Union, the Union of Ukrainian Entrepreneurs, and the National Retail Organization stated that they support the introduction of an electronic excise stamp, as it is «an important step towards digitalizing control over the circulation of excisable products and combating the shadow market».
«At the same time, the business community emphasizes that without comprehensive testing, verification of the reliability and stability of the functioning of all components of the Electronic System, it is impossible to guarantee its uninterrupted operation, and therefore to realize its main goal: strengthening control to ensure the complete payment of taxes on excisable goods and counteracting their illegal production and circulation,» business representatives noted.
They indicated that according to the schedule of the Ministry of Digital Transformation of Ukraine, the preparation of the system is scheduled only for the end of this year. However, from October 18, orders for excise stamps will cease to be accepted, and from January 1, 2026, their use will be discontinued.
«In the event of the launch of the electronic system from January 1, 2026 without proper testing of all its components and stable access to full functionality, there is a risk of disruptions in the supply of legal products, the growth of the shadow market, and significant losses to the state budget, which is unacceptable under martial law,» the business community noted.
They calculated that if the implementation of «eExcise» is not postponed, the state budget will not receive more than 400 UAH daily, and the total losses will amount to billions.
It is reported that during a meeting of the Committee’s working group, all parties, including the Ministry of Finance and the Ministry of Digital Affairs, agreed that the launch of «eExcise» should be postponed, and the legislation should be prepared for full testing.
Previously, the Ministry of Digital Affairs described the system as «a revolutionary solution that will replace traditional paper excise stamps with electronic ones with unique Datamatrix codes».
