Starting in August, banks plan to limit card transfers for sole proprietors — and will check them more strictly than ordinary people

What happened
A number of banks have signed a memorandum, according to which, from August 2026, limits on card transfers will come into effect for newly created and inactive businesses. Banks classify clients with such characteristics as high-risk — they will be the first to be subject to restrictions. It is expected, kosht.media notes, that other financial institutions will join the memorandum.
In the first stage, according to the memorandum, from August, the limits will be: UAH 600,000 per month for individual entrepreneurs of the first group, UAH 3 million for the second and third groups, and UAH 5 million for legal entities. Starting in November, the limits will be significantly reduced: to UAH 400,000 for individual entrepreneurs-1, to UAH 1 million for individual entrepreneurs-2 and individual entrepreneurs-3, and to UAH 1 million for legal entities.
A fundamental innovation is that banks will begin to group entrepreneurs and related companies and analyze their turnover collectively. The criteria for grouping will be: a common legal address, common owners or accountants, significant cash flows between an individual entrepreneur and a legal entity, and the use of a single payment terminal. When opening an account, customers will have to provide statements from other banks and confirm the movement of goods.
Among the operations that will attract attention: a sharp increase in the number of counterparties, a doubling of incoming transfers from individuals within a single day, the splitting of round amounts from a single sender, as well as a zero balance on the account at the beginning and end of each day. At the same time, banks promise less pressure on low-risk transactions — in particular, on tax payments.
Recall that the NBU introduced a limit of UAH 150,000 per month for individuals in the fall of 2024 in response to the spread of «drop» schemes — when citizens’ personal data is used to open cards and conduct shadow financial transactions. At that time, the restrictions were presented as temporary, but later became permanent. Now the same logic is moving into the business sphere.
