Two months for adaptation and "tacit consent": how does the Federation of Employers of Ukraine propose to change the booking rules?

The Federation of Employers of Ukraine (FRU) has submitted proposals to the Ministry of Economy regarding changes to the new rules for booking employees. In particular, the organization proposes to reduce the time for reviewing documents, give enterprises two months to adapt to the changes, and introduce the principle of "tacit consent."

This was reported by the FRU. The proposals were prepared after a meeting of representatives of business associations with Prime Minister Serhiy Koretsky on October 29.

First, the Federation wants to speed up the verification of documents. Currently, the Coordination Center can review them in up to a month. The FRU believes that this is too long and proposes to revise the deadline.

And so that companies do not depend on delays in response, they propose to introduce the principle of "tacit consent." According to it, if the Coordination Center does not provide its recommendations on time, this should not block further consideration of documents.

Another proposal is to give businesses two months to adapt to the changes. If the criteria for a company being deemed critical are removed, it would have a transition period to meet the new requirements.

In addition, the FRU offers:

  • Extend the status of critical enterprises if the relevant decisions expire in November or December 2026.

  • Do not limit the status to individual industries. The Federation wants enterprises from all sectors of the economy to be able to apply for it.

  • Clearly state the reasons for the refusal. The FRU wants to understand on what grounds the Coordination Center may recommend not granting a company the status of critical importance.

Previously, dev.ua wrote that the new rules caused concern both in the IT industry and among defense manufacturers.
