As Danylo Hetmantsev, the chairman of the Committee on Finance, Tax and Customs Policy, stated in an interview with RBC-Ukraine, the second reading may not take place at all during the current convocation of the Verkhovna Rada.
«There may and will be many amendments. But I do not insist on anything in principle in it. I believe that it is necessary to make an optimal version of this law, which is possible only if there is enough substantiated criticism. The problem with this law was that no one seriously prepared it. If the committee had not taken it on, the document would not have reached the first reading. The text that I received as the chairman of the committee in March was of poor quality — it gave the impression that it was written in the GPT chat, with all due respect to this chat. We combed the text, made a working draft, but I still do not have a final answer to the question of whether everything is as it should be,» said Getmantsev.
He stressed that currently, parliamentarians are ready to make almost any changes before the second reading. «Well, perhaps, except for the provision of benefits, taxation for these operations will be normal, similar to securities operations. This is probably the only thing I am not ready to change. Everything else, if this decision is justified and correct, I am ready to change. And we will not rush to adopt this law. Even if the powers of this term of the Verkhovna Rada end, then there is a first reading, and the bill will be inherited by the new Rada,» he said.
Hetmantsev added that cryptocurrency will not be a means of payment. «This is the same, and perhaps even worse, than allowing the circulation of the euro and dollar. This is a matter of national security and sovereignty,» he said.
However, as Hetmantsev noted in his Telegram channel, if taxes on cryptocurrency are still introduced, losses from previous years can be taken into account to reduce the tax burden.
He gave examples of such a recalculation: «First year: bought a crypto for 30,000 UAH, sold for 20,000 UAH — loss of 10,000 UAH. Taxes are not paid, since there is no profit. Second year: bought a crypto for 40,000 UAH, sold for 60,000 UAH — profit of 20,000 UAH. Last year’s loss of 10,000 UAH is taken into account, so only 10,000 UAH is taxable.»
