He spoke about this in an interview with Glavkom. Among the «important tax innovations» that will appear in parliament in the near future, Danylo Getmantsev named a bill that implements the EU directive DAC7, which requires operators to collect information about sellers registered on their platform regarding the specifics of taxation of digital platforms.
«This is a complex bill that we will work on and try to pass if we have time again, because you can see how events are unfolding at a dizzying pace,» the chairman of the finance committee noted.
Earlier, the Cabinet of Ministers approved the draft law «On Amendments to the Tax Code of Ukraine and Certain Other Legislative Acts of Ukraine Regarding the Implementation of International Automatic Exchange of Information on Income Received through Digital Platforms.» It is expected to apply to companies such as OLX, Prom, Rozetka, LUN, Kabanchik.ua, as well as all online taxi services, etc.
Hetmantsev noted that the reform of the public finance system by 2030 is stipulated in the National Revenue Strategy.
«The first stage is the reform of the Customs and Tax Services (digitalization, increasing trust, etc.), the second stage is changes to the tax system as a whole. It is clearly written there, including what changes are planned in the reform of personal income taxation. But all this will happen after martial law,» he said.
Danylo Hetmantsev added that he sees no reason even for a point-by-point increase in taxes during this term of the Verkhovna Rada. He noted that according to the Constitution, it was enacted last year, and is currently operating «on an extension» until peace comes, martial law is lifted, and elections are held.
In December last year, the head of the finance committee stated that Ukraine is «fully secure in terms of budget revenues,» so there are no plans to raise taxes in 2025. However, he allowed for «certain decisions» in the event of an unfavorable development of events in Russia’s war against Ukraine.
