As of October 1, 2025, there are 2,721 companies in the «Diya.City» register, of which 1,046 have switched to paying tax on withdrawn capital (PnVK).
This was announced by the Chairman of the Finance Committee of the Verkhovna Rada of Ukraine, Danylo Hetmantsev, following a meeting with representatives of companies — residents of «Diya.City» and industry associations.
At the same time, he noted that the share of PnVK payers continues to decline: in just eight months of 2025, it decreased by 9 percentage points to 38,4%.
According to Hetmantsev, during January-September 2025, residents of «Diya.City» paid UAH 22 billion in taxes to the budget, of which UAH 11 billion were contributions from PnVK payers.
«Compared to last year, revenues increased by UAH 9.7 billion, including UAH +5.2 billion from PnVK payers,» he stated.
The Chairman of the Council’s Finance Committee also announced the structure of tax revenues from residents of «Diya.City»:
«The amount of VAT refund for residents of „Diya.City“ has also increased — as of October 1, 2025, it amounts to UAH 1.9 billion, of which UAH 1.6 billion was received by PnVK payers. This is UAH 1.6 billion more than last year, of which + UAH 1.59 billion falls on PnVK payers,» stated Danylo Getmantsev.
Based on this data, he stated that the Diya.City regime remains an effective tool for the development of the IT sector, but the dynamics of companies' transition to the PnVK indicates the need for further improvement of tax incentives.
Recall, the day before, Hetmantsev reported that Ukraine loses UAH 20 billion every year due to electronic smuggling, and told what schemes exist for importing «gray» equipment.
