Starting today, booking through "Diya" works in a new way. Here are 10 important questions and answers about the criticality and reservation processes

Enterprises that belong to one of the following categories can reserve conscripted workers:

• Bodies of state power or local self-government — to ensure the functioning of state administration.
• Companies with government contracts in the defense sector — for example, the supply of equipment or other resources.
• Critically important enterprises for the economy or life of the population can be energy, communal services, food industry, etc.

Businesses that maintained critical status during the audit must update it by February 28. People will be able to book from December 1, but the booking will work only until February 28, 2025.

New employees will be able to book immediately, there is no need to serve any term. But the employee’s salary must be more than UAH 20,000. In addition to state and communal enterprises, as well as residents of «Diya.City»

1. Define the profile body, depending on the third criterion you have chosen.

2. Familiarize yourself with the criteria established by the authority.

3. Prepare documents: financial statements, salary certificates, absence of tax arrears.

4. Apply to the relevant ministry or administration.

5. Wait for a decision (time limit — 10 working days)

6. Get official confirmation.

Submit a package of documents to the relevant state body. Do you work in energy? To the Ministry of Energy. Are you engaged in agriculture? To Minagro. Resident of Diya.City — to the Ministry of Digital. You pay more than 1.5 million euros in taxes per year, 32+ million euros of income or important for the national economy — to the Ministry of Economy.

To receive the status of «critical» and have the right to reserve employees, the company must meet two mandatory criteria, writes Forbes:

• no tax arrears;
• the average salary must be at least 2.5 times the minimum wage, or 20,000 hryvnias. The salary of each conscript employee booked by the company is also not less than UAH 20,000.

The third criterion is chosen by the head of the enterprise independently from the regional or branch criteria described above, available in Resolution No. 76. OVAs must coordinate their criteria with the Ministry of Economy and the Ministry of Defense.

• Payment of taxes and fees over 1.5 million euros per year (equivalent in hryvnias at the rate of the NBU).
• Foreign exchange receipts of more than 32 million euros per year, excluding loans and credits.
• Strategic importance for the state (defined in the list of strategic objects).
• It is important for a certain branch of the economy or the needs of the territorial community.
• The average wage level is not lower than the regional average for the IV quarter of 2021 for utility companies.
• Resident status of «Diya.City».

Companies are prohibited from booking employees who are not on military registration or who do not have military registration documents.

The previous booking algorithm in «Dia» did not have such restrictions. At the same time, enterprises can submit an application for the cancellation of an employee.

Ministries and OVA will monitor compliance with the set criteria on a quarterly basis. Monitoring will be done using automated dashboards.

In case of doubt, companies will be asked for clarification. If the criticality criteria cannot be confirmed, the company will lose the possibility of booking specialists.

1. Go to the citizen’s office on the Diya portal (authorization via electronic signature).
2. Select the Submit application option.
3. Enter employee details for booking.
4. Confirm the salary of the employee you are booking.
5. Check the application and sign it (the signature must be provided by the head of the enterprise or the signatory).
6. Expect the result:

The application is processed within three days.

The message is sent to e-mail and to the personal account, a successful reservation will be displayed in the employee’s Reserve+.

The cancellation procedure, like the reservation process, will be automated on the Diya portal. «We implement functions on the Diya portal based on the results of the audit, if the enterprise has a decision on criticality canceled, then such decisions will be entered into a single list, and upon submission of such decisions, those persons who were booked in these enterprises will be automatically debooked. As quickly as reservations are made, reservations are canceled as quickly as possible,» Valeriya Tkach, deputy director of the Department for the Development of Electronic Services at the Ministry of Digital Transformation, noted earlier.

People will be able to book from December 1, but the booking will work only until February 28, 2025. Businesses that have not yet upgraded but already have a critical status will be able to book employees — this reservation will be valid until February 28, 2025 and no longer than the criticality period. After updating the criticality according to the new mandatory criteria, enterprises will be able to book employees for up to 12 months, as before.
