«Despite the fact that the decisions of the Cabinet of Ministers allowed residents to include not only IT companies, the industry obviously did not abandon tax evasion by using schemes with individual entrepreneurs,» concluded Hetmantsev, publishing statistics on «Diia.City» on his social media channel.
According to the head of the financial committee, in January–July 2025, residents of «Diia.City» operating as of August 1, 2025 paid UAH 16.3 billion to the budget (excluding SSC), of which UAH 8.1 billion were paid by payers of tax on withdrawn capital. This, according to him, is UAH 7.5 billion more than in 2024 (including + UAH 4.0 billion for payers of PnVK).
In total, 870 legal entities from among the residents of «Diia City» chose the tax on withdrawn capital, and the share of such payers, according to Hetmantsev, is 39,4% and continues to decrease compared to previous periods.
«Residents of „Diia.City“ ensured an increase in tax revenues in 2025, the main increase was due to personal income tax and military levy, as well as VAT. Unfortunately, despite the unique conditions, the regime did not absorb even half of the industry, which continues to use schemes to divide it into individual entrepreneurs,» Hetmantsev made two conclusions based on this information.

At the same time, in six months, residents of «Diya.City» paid a record amount of taxes, which has already exceeded the figure for the entire year 2024.
