The Ministry of Digital Affairs has published instructions for booking employees through the "Diya" portal, which boils down to 4 steps

According to the head of the Ministry of Digital Affairs, Mykhailo Fedorov, changing the terms and conditions of booking, different conditions for confirming criticality can confuse enterprise managers. Therefore, the «Diia» team has prepared a guide that will help you quickly submit an application for booking employees and learn how to confirm the status of a critical enterprise.

The Ministry of Digital Affairs notes that first it is necessary to determine 3 criteria for the criticality of an enterprise. 2 of them are mandatory:

• The average salary of employees is not less than 20,000 hryvnias.
• No tax and social security debt.

The third criterion should be from this list:

• Large tax revenues: paying taxes in excess of 1.5 million euros per year.
• Foreign exchange receipts: over 32 million euros per year (excluding loans and credits).
• Strategic importance for the state or importance for a particular industry or community.
• Salary level: for utility companies, it should not be lower than the average for the region for the last quarter of 2021.
• Resident Diia.City.
• Electronic communications service provider: these are companies operating in mobile networks (net revenue over 200 million UAH/month) or fixed networks (net revenue over 20 million UAH/month).

If a company meets the three criteria, it can send an official letter to executive authorities or military administrations with justifications for meeting the criteria and receive criticality status.

How to apply for a reservation through Diya

To book employees, you need to:

1. Log in to the Diia portal, select the «Employee Reservation» service, and click «Submit an application».
2. Specify the details of the employees you want to book.
3. Confirm the employee’s salary.
4. Check the correctness of the entered data and sign the application. The signature is placed by the head of the enterprise or an authorized person.

The «Diia» team assures that the reservation application is filled out in just 10 minutes, and the answer about the result should be received within 72 hours. It is noted that some employees may be booked outside the company’s limit of 50% for booked employees. These include, in particular, employees of teams that build electronic communication networks resistant to power outages (using xPON technology) or mobile communication networks.

Recall that in February, the Cabinet of Ministers of Ukraine approved changes to the procedure for reserving military conscripts and defining critical enterprises. They provide for the abolition of the 72-hour check and a reduction in the deadline for canceling the deferral.

Earlier, the Ministry of Economy reminded about the termination of reservations that were made before December 1, 2024. Companies that have been determined to be critical according to the new rules can renew reservations.
