This was reported by MP Yaroslav Zheleznyak, referring to the government’s draft budget, and a detailed analysis of the document was published by Roksolana Pidlas, the head of the Budget Committee of the Verkhovna Rada.
According to Zheleznyak, the government has decided to abandon the allocation of funds for the "National Cashback" next year. The remaining UAH 5 billion of the Unemployment Fund, which was previously used to finance this program and other business support measures, is planned to be used exclusively for pension payments in 2027.
The security and defense sector remains the main expenditure item — UAH 4.89 trillion (66.8% of all expenditures) is allocated for it. The government proposes to attract funds collected in BEB, NABU, and SBI cases, income from ARMA assets, fines from the State Audit Service and the Anti-Mafia Committee of Ukraine, as well as fees for weapons export permits for the purchase of weapons and equipment for the Armed Forces of Ukraine.
Among the additional revenues to the state budget, UAH 52.5 billion is planned, which is expected to be received if the law on taxation of digital platforms is signed and the 50% tax on bank profits is extended. The budget may receive another almost UAH 12 billion from changes in the rules for taxation of foreign parcels.
"National cashback is a populist and ineffective program. I will do everything possible to ensure that during further consideration of the budget, funds for it are not returned through amendments," Yaroslav Zheleznyak emphasized.
The draft law on the State Budget for 2027 (#16000) has already been registered in the Verkhovna Rada. MPs will submit amendments by October 1, after which the Budget Committee will prepare the document for the first reading, which is scheduled for the end of October.
The National Cashback Program was introduced in 2024 to stimulate demand for Ukrainian goods, but it has regularly become the subject of discussions regarding its financial efficiency in the context of a budget deficit.
