A resident of the city of Horodenky in Ivano-Frankivsk Oblast registered a page on the Onlyfans platform in 2022 and began posting content there, including pornographic content. At first, the woman worked through an Onlyfans agency — an intermediary who administered the page. For their services, the latter received almost 90% of the page’s turnover.
«There was a manager who handled everything, and I just posted content. I didn’t have access to the page. In 2022, the page earned $120,000, and I got about $16,000 from it,» the creator said. Later, the girl stopped working with the agency and hired a manager who administers the page independently.
In the fall of 2024, the State Tax Service sent the content creator a «letter of happiness» demanding that she pay taxes on her income. However, the amount of tax liability in it — 18% personal income tax and 1,5% military levy — exceeded the money she received «in hand.» After all, the State Tax Service only records the turnover on the page and does not take into account what part of this income the woman paid to intermediaries.
«When the letter arrived, I took all my bank statements and paid the tax from what was on the card. At first, the tax office took everything into account and said that they had no questions, and then, about two weeks later, they said: 'No, Kyiv wanted you to pay the entire amount from the letter,'» the woman recalls.
After that, the creator’s lawyer corresponded with the State Tax Service for some time regarding the debt, but the tax service did not give up its demands. In the end, on October 8, 2025, she decided to challenge the tax service’s demands in court and filed a lawsuit. The next day after filing the lawsuit, a man she knew wrote to her, whose relative works in the local police. He put the model in touch with this relative, and later the latter wrote to the woman in messenger.
The man introduced himself as Myroslav Rozhko. A person with that name works as the head of the investigative department of police station No. 2 in the city of Horodentsi, according to the register of declarations.
The parties agreed to meet the next morning. The man arrived not alone, but with his colleague Mykola (presumably Mykola Stoyk, deputy chief of police station No. 2, according to his declaration). The meeting took place in a car.

— (Probably Stoyko): We have such a situation, why did we come? We have materials from the criminal proceedings…
— (Girl): Criminal?
— ©: Criminal, yes, and for a month now, certain measures have been taken against you, which were directed to us.
— (D): At the expense of what?
— (Rozhko): Well, maybe it’s not you. It’s just that at the moment it’s you. The materials have established that it’s you.
— ©: Materials of the criminal proceedings… You… well, they are already incriminating… well, the other day, let’s say… distribution and posting of works of a pornographic nature on the Internet. This is prohibited in Ukraine, maybe you don’t know and are not aware. In some countries it is permitted, but in our country it is prohibited, and this is a serious article of the Criminal Code of Ukraine.
— (D): Okay, but I’m curious on what platform, on what internet, where exactly?

— ©: But don’t tell anyone about this meeting, that we drove up to you. Now we…
— (D): The moon is moving, right?
— ©: Criminal proceedings, yes… And so on. This is just part of what there is.
— (D): So where am I?
— ©: Please?
— (D): Where am I? (According to the woman, her face was not visible in most of the photos)

— (D): What do the photographs mean?
— ©: Pornographic photographs, expert examination…
— (D): You cannot open criminal proceedings based on photographs.
— ©: It is possible… If they contain certain body parts that a special expert determines… There are photos of a pornographic nature and non-pornographic nature. At the moment, these photos are of a pornographic nature. There is a special expert for that, who has a special certificate issued by the state, who issues a conclusion that these works are pornographic, you understand? There is a Cyber Police Department created in Frankivsk, which deals with this, there is a special prosecutor’s office, which approved it, and they send it to us, since you live in the territory of the police department in the city of Horodenka. — (D): Got it.
— ©: What do you think about this?
— (D): What do you say?
— (P): Our further actions should be… come here, search your place, seize your phones, all your equipment, everything you have. Connect more examinations… Then we will go to court. Have you looked at the sentences? Do you know what is provided for this?
— (D): But it’s unlikely that someone like me will be imprisoned… (Laughs.) But no one is imprisoned, I know that, guys. This is such nonsense, of course.
— (P): It costs fines in the range of 200,000, as far as I remember. 100, 120, 200, whatever. You all know that.
— (D): And what should I do to prevent this from happening?
— ®: As I said: there is a Cyber Police that provides operational support. He (presumably Stoyka) probably needs to go to the guys there and tell them to put it on pause. And if they put it on pause, then for a certain period of time, whether you are here or not, you do nothing here, so that nothing is found on you, not even a phone with such photos of you…
— (D): But I have nothing, I have everything clean! These photos are from 22, guys.
— ©: And, besides that, if they found the phones of the children who downloaded these videos and photos to their phones, then that would be another plus for one article.
— (D): But look, these photos, you can see that they are from 22. So what do I have to do? You say, like, not to do it, but I don’t do it, it was in 2022.
— ©: You don’t understand: what they already have, they already have. You can’t take it back or take it away, you understand?
— (D): Okay, but even if they came to search me… I don’t have anything. They would hand me, for example, a suspicion. So what, to be tried for photos from three or four years ago?
— ©: Yes, at least ten years old.
— (P): Look, there are photos there, for storage, creation and distribution.
— (D): Well, I know this 301. But it’s just written like this: erotica, porn… Porn is where a man penetrates a woman…
— ©: And not just a man. Maybe… It’s penetration, in general… where you put your hand on yourself…
— (D): Why did they tell you? They should have come and everything should have been fine with them, right?
— ©: They don’t care, but we don’t care. For us, it’s a bit… There’s nothing like that in our area, the thing is…
— (P): Officially, officially not.
— (D): Will I be the first? (Laughs.)
Following the meeting, the law enforcement officers did not tell the woman the amount of the bribe for «putting the criminal proceedings on hold,» but suggested that she determine the amount herself, so that they would supposedly ask the Cyber Police whether they would agree to it. The woman asked for time to think about it. However, the police officers urged her to make a decision on the day of the meeting.
A few hours later, Rozhko made two more calls. During the first, he allegedly recounted a conversation with representatives of the Cyber Police, who allegedly said that «half of the fine should be paid.» However, he did not specify which one, and advised to look for the corresponding amounts in court verdicts in cases under Part 3 of Article 301 of the Criminal Code.
As a rule, in similar cases, courts sentence suspects to suspended sentences of one to two years. Part 3 of Article 301 of the Criminal Code of Ukraine does not provide for fines. The sanction of the article is imprisonment for three to seven years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.
During the second call (the recording is available to the EP), Rozhko was more specific and finally announced the amount of the fine. Then — direct speech.
— (Rozhko): That’s why I said to look at the sentences, because they give less than less.
— (Yes): I don’t understand anything.
— (P): I told you to look at the sentences. But I think you should definitely give me a thousand.
— (D): Yeah, a thousand dollars.
— (P): Yes, yes.
— (D): Well, Myroslav, what can you tell me? I won’t have a guarantee that in two months they won’t want to come to me again.
— (P): No, no, they won’t come, this can’t happen.
During the preparation of the material, EP contacted several Onlyfans models, including those who had experience with corrupt payments to law enforcement officers. According to them, the amounts for closing or not opening criminal proceedings can be $5,000-10,000 or even more — depending on the turnover on the page and the «appetites» of law enforcement officers.
The girl reported the police extortion of bribes to representatives of other law enforcement agencies and MPs who advocate for the decriminalization of the production of adult porn.
As EP managed to find out, employees of Department «K» of the Security Service of Ukraine (SBU) agreed to take on the girl’s case and were ready to catch the police officers red-handed. The SBU representatives even managed to instruct the woman on how to behave and what to say so that they could testify to the fact of extorting a bribe. However, they failed to catch the police officers.
After some time, Rozhko and Stoyko stopped contacting the model. According to the EP, after the publicity, Myroslav Rozhko and Mykola Stoyko were allegedly planned to be transferred to combat units. However, this information could not be confirmed.
The EP tried to get comments from Rozhko and Stoyk. The former said he was on vacation (he was on vacation on October 10, when he met the girl). He said he had health problems and could not speak, after which he hung up without even listening to the questions.
Stoyko answered the call and said he was too busy and asked to call back later. When trying to contact the men again, it turned out that their phones were out of range.
The EP also contacted the press service of the Ivano-Frankivsk region police to find out whether the regional cyber police had opened a criminal case under Article 301 of the Criminal Code of Ukraine against a resident of the city of Horodenka, but at the time of publication, it had not received a response.
