Hackers attacked Ukraine over 3,100 times in six months. State agencies are massively introducing CISO positions

In the first six months of 2026, the State Service for Special Communications recorded more than 3,137 cyber incidents, an 8% increase compared to the second half of 2025. Against the background of the increase in the number of attacks, Ukrainian state bodies began to introduce a separate role of CISO — a manager responsible for cybersecurity.

Over the past year, such specialists have appeared in more than 20 state institutions.

Among the bodies that have already appointed CISOs are the Ministry of Digital Affairs, the Ministry of Energy, the Ministry of Internal Affairs, the Ministry of Finance, the Ministry of Health, the National Anti-Corruption Commission, the National Anti-Corruption Commission, the State Treasury Service, the National Commission for the Promotion of Economic and Social Development of Ukraine, the National Energy and Public Utilities Commission, the High Council of Justice, and others.

In general, according to Dmitry Pakholchenko, director of the cyber defense department of the State Special Communications Administration, there are about 110 central and local government bodies in Ukraine.

The State Special Communications Service expects that the emergence of the CISO should change not only the technical protection of institutions, but also form a permanent culture of cybersecurity and risk management in them.

The reason is the human factor. According to statistics from the State Special Communications Service, about 80% of successful cyberattacks in Ukraine are carried out precisely through it: an employee opens a malicious email, follows a dangerous link, or otherwise launches an attack.

Pakholchenko compares the role of the CISO to the emergence of CDTOs in government agencies. According to him, until 2019, digitalization was often put on the back burner, but after the introduction of CDTO positions, this process accelerated. The State Service for Special Communications expects a similar effect from the CISO.

At the same time, the state is having difficulty finding such specialists. One of the main reasons is the war: some of the strongest specialists went to the front to defend the country. The second is the change in requirements for cyber defense due to the harmonization of Ukrainian legislation with EU directives.

That is why the State Service for Special Communications is focusing on training and advanced training, in particular through CISO Campus. At the same time, creating a CISO position does not necessarily require additional funding. State agencies can redistribute roles between existing units.
