Ukrainian officials declared a record amount of cryptocurrency last year

In 2025, Ukrainian civil servants filed 2,861 declarations indicating cryptocurrency assets. This is 16% more than in 2025, and the largest individual portfolio in Bitcoin is estimated at over 278 million hryvnias.

In 2025, Ukrainian civil servants filed 2,861 declarations indicating cryptocurrency assets. This is 16% more than in 2025, and the largest individual portfolio in Bitcoin is estimated at over 278 million hryvnias.

This is evidenced by research data from the Opendatabot platform, which analyzed reports in the Unified State Register of Declarations.

In total, declarants filed over 654,000 reports last year. Interestingly, 265 cryptocurrency declarations were submitted late — after April 1, 2026. In addition, six crypto declarations for 2025 were later closed from public access.

The most frequent respondents reporting possession of digital assets are representatives of the National Police, accounting for 19% of all cases (548 declarations). In second place were employees of the prosecutor’s office (358), and in third place were servicemen of the Armed Forces of Ukraine (240). In terms of territory, Kyiv and Kyiv region were the absolute leaders, where a total of over a thousand such documents were filed.

Among the owners of the largest crypto portfolios, the leader is the deputy of the Khmelnytskyi District Council, Oleksandr Kizlyar. He owns 100 BTC (about UAH 278.8 million as of June 2026) and 1,000 ETH (almost UAH 74 million). The second position in terms of the volume of bitcoins is occupied by the people’s deputy and head of the environmental committee of the Verkhovna Rada, Oleh Bondarenko, with 80 BTC (about UAH 223 million). The representative of the Dnipro City Council, Kristina Pavlova, who declared 20 BTC and 130 ETH, is also in the top three.

In the stablecoin segment, the largest savings in USDT were shown by the head of the Transcarpathian Court of Appeal, Hanna Fazykosh, who declared over 1.019 million USDT (almost 46 million UAH).

Previously, Ukraine analyzed the declarations of officials from the Unified State Register for 2025 and compiled a rating of the largest cryptocurrency owners in Ukraine .
