Since October 2025, the National Police of Lviv Region has been investigating a scheme for fictitious employment of military conscripts through a company that has received the status of critically important.
Criminal proceedings have been opened under Part 2 of Article 332 of the Criminal Code of Ukraine — illegal smuggling of persons across the state border. The case involves Aeronaut Opti LLC.
According to the case materials, a group of individuals established several legal entities and obtained for them the status of critical enterprises — in particular, on the basis of the order of the Ministry of Digital Affairs No. КВ262 of April 2025. Then, for money, they registered conscripts for fictitious positions, in particular, a «programming engineer», provided them with reservations and issued fake travel documents for traveling abroad. From June to October 2025, several men left and did not return.
In February 2026, as part of the investigation, a search was conducted in the apartment of one of the suspects. Three phones and 26 sheets of documents were seized — job applications, appointment orders, extracts from the «Reserve» register, an application for employee reservation, as well as an order from the Ministry of Digital Affairs on granting the status of a critically important enterprise.
In April 2026, the investigating judge of the Halytskyi District Court of Lviv partially granted the request of the property owner’s lawyer to cancel the arrest: the phones were returned to the owner — no direct evidence was found on them during the inspection. The documents remain under arrest — they are needed for forensic examinations. No person in the case has yet been notified of suspicion.
