WINWIN AI Center of Excellence at the Ministry of Digital Affairs has a new Chief AI Officer — Roman Kysly, an expert with BigTech experience at Deloitte and Visa and a PhD in computer science from KPI. Kysly professionally works with big data and trains Ukrainian language models — combining fundamental science with real business processes.
Recall that over the year of operation of AI CoE Ukraine has risen 13 positions in the Government AI Readiness Index. This was preceded by an increase from 102nd to 5th place in the global digitalization ranking. The next goal is to enter the top 3 countries in the world in terms of AI implementation by 2030.
Under the leadership of Kysly, the center will work in four directions. The first is scaling Diya.AI: transforming the assistant into a single window for interacting with the state with voice integration and proactive capabilities. The second is building an Agentic State: transforming the ministry’s internal processes with the help of AI agents. The third is AI sovereignty: launching a national large-scale language model and AI Factory infrastructure for strategic industries. The fourth is a global network: partnerships with BigTech companies, innovative governments, and the development of Ukrainian AI startups.
«Agentic State» is a term used by the Ministry of Digital Affairs to describe a state where AI agents automate not individual services, but entire government processes. Ukraine is positioning itself as one of the first countries to build such a model at the national level.
