According to the press service of the Ministry of Digital Affairs, the first draft law is designed to amend the current law on state regulation of gambling and improve certain provisions on the protection of players' rights.
It provides, in particular:
«This will help create conditions for a more transparent and accountable market, gradually reduce the shadow segment, and increase budget revenues,» the ministry assures.
At the same time, another bill proposes to introduce new rules for taxing the gambling sector, because, according to the Ministry of Digital Affairs, «the current tax model contains many gaps and contradictions.»
«In particular, the tax on income from gambling activities and the tax on corporate profits are applied simultaneously. As a result, the same economic base is actually taxed twice,» the Ministry of Digital Affairs specified the problem.

According to Deputy Minister of Digital Transformation Natalia Denikeeva, the legalization of gambling in 2020 was the first step towards bringing the market out of the shadows, but legality in itself does not guarantee effective control.
«The market has grown faster than state oversight tools, and today our task is to move from formal regulation to systemic, digital control of this industry,» she noted.
The draft laws are currently available for public discussion, but the timing of their submission to parliament has not been announced.
