Deputy Minister of Defense Oksana Ferchuk and Head of the Main Department of Information Technologies Oleg Berestovy spoke at DOU DAY 2026 and for the first time publicly described how the state plans to attract IT specialists to the Defense Forces.
The idea is to move from mass summonses to a model where the army formulates a specific request for a specialist, and the candidate receives an offer through the «Reserve+» application. Priority profiles: drivers, signalers, medics, and IT specialists. Vacancies from the digital vertical are already available in the application.
The mechanism for identifying specialists is tied to Pension Fund data. If a person officially worked in IT and this is recorded in the register, the system will be able to quickly find them and send them a relevant vacancy.
«If you were officially employed and the Pension Fund has a note that you really worked in IT, then we can find out very quickly and accordingly give you a push notification about the vacancy that is available. If not, sorry,» explained Berestovy, quoted by Channel 24.
The problem is that a significant part of the Ukrainian IT market works through individual entrepreneurs. It is much more difficult for such specialists to confirm their industry affiliation. Ferchuk agreed that the KVEDs of entrepreneurs can be a certain guideline — but this is a partial solution that does not cover everyone.
Officials have not yet revealed the specific new functions of «Reserve+». Ferchuk promised full-fledged announcements in the first week of June. According to her, the army is ready to speak frankly about what tasks the specialists involved will perform — and emphasized that the experience gained in the digital vertical of the Armed Forces of Ukraine will be in demand by the armies of other countries.
How well the new model works in practice will depend on the completeness of the data in the registers and whether the specialists themselves update their profiles in the application before the system is fully launched.
