The state lost over UAH 246 million on the development of the military software "Dzvin"

The SAPO and NABU exposed a large-scale corruption scheme in the defense sector, due to which the state lost over UAH 246 million during the creation of the automated system of the Center for Operational Management of the Armed Forces of Ukraine "DZVIN".

According to the investigation, in 2016, the Ministry of Defense signed a contract to develop the system with a company that had no experience in creating either troop control systems or specialized software.

Over four years of research and development work, the technical specifications for building the system were illegally changed 13 times, which increased the cost of the work by UAH 300 million and reduced the functionality of the system dozens of times, reports the Specialized Anti-Corruption Prosecutor's Office (SAP).

More than UAH 115 million was spent on unjustified documentation corrections alone.

As the SAPO and NABU found out, the developed system does not meet the technical requirements at all: from incompatibility with NATO protocols to lack of integration with other military systems.

"During the investigation, detectives and prosecutors encountered attempts to hinder the investigation: the individuals involved in the scheme began to hide key documentation regarding the financing and development of the project. After the investigation began, they accelerated their work and even modernized the system for free, trying to make it more similar to the original design. However, due to fundamental errors in the architecture, further development of the "Dzvin" system is impossible," the report says.

Among the suspects:

  • former Deputy Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General;
  • former Chief of the Signal Corps of the Armed Forces of Ukraine, Major General;
  • former head of the Automation Development Department of the General Staff of the Armed Forces of Ukraine, colonel;
  • The director of a private company is the main executor of the contract.

The pre-trial investigation is ongoing.

We will remind that in December 2022, the Armed Forces of Ukraine adopted the Ukrainian control system "Dzvin-AS" , despite the NABU investigation. But before that, in November, NABU began investigating the case of the "Dzvin" system for UAH 600 million.

In March 2021, the investigation of Serhiy Galchinsky, a military programmer and one of the authors of "Delta", who conducted an audit of the "Dzvin" system and concluded that it was unreliable, was made public. The Ministry of Defense noted that the system could not be put into operation until the investigation was completed and stopped funding the development.

What is "The Bell"?

The Dzvin-AS ACS is the basis of a single automated control system of the Armed Forces of Ukraine. It covers the command and control of combat operations at the strategic, operational and partially tactical levels. The system allows you to generate combat control documents in semi-automatic and automatic modes, create and track maps, obtain comprehensive data about your troops, available intelligence, data about enemy troops, their current and prospective support, as well as calculate the ratio of forces and means, the optimality of their use in various scenarios.

But Forbes' interlocutors noted that "Dzvin" turned out to be more of a document management system.
