NBU imposed millions in fines on RozetkaPay and Portmone

This is stated in a message on the NBU website. It notes that the fines were imposed on the payment services RozetkaPay (LLC FC «EVO») and Portmone (LLC FC «MBK»).
«A scheduled inspection of FC „EVO“ LLC was carried out by the Inspection Department of the National Bank in June — August 2025. Its results revealed violations of the requirements of the legislation regulating activities in the payment market,» the NBU reported.
Violations of the instructions on the procedure for organizing cash work and opening and closing accounts, as well as the rules for storing, protecting, using and disclosing the secret of the payment service provider were found at RozetkaPay. Violations related to the issuance and acquiring of payment instruments and additional requirements for payment service agreements were also found.
For these violations, the NBU fined RozetkaPay UAH 13.6 million. In addition, the service was given a written warning for reporting.
The Portmone audit took place in the spring of 2025 and also revealed violations in the confidentiality and issuance and acquiring of payment instruments. In addition, the service found problems related to prudential regulations (risk measurement and assessment indicators).
For these violations, Portmone was fined UAH 7.8 million and given a written warning for organizing reporting and violating management system requirements.
It was previously reported that the Ukrainian marketplace Rozetka is preparing to issue its own credit card together with Unex Bank and Mastercard. Financial expert Olena Korobkova believes that the retailer can receive UAH 300–500 million per year from this project, and up to UAH 800 million in additional income when scaled up.
