NKEK informed that the use of repeaters, communication amplifiers, is prohibited in Ukraine

The National Commission for the Protection of Communications and Information Technology (NKEK) reported that the independent installation and use of broadband repeaters (repeaters, repeaters, amplifiers) of mobile networks is prohibited in Ukraine. If such equipment is detected, the mobile operator will have to pay damages.

The National Commission for the Protection of Communications and Information Technology (NKEK) reported that the independent installation and use of broadband repeaters (repeaters, repeaters, amplifiers) of mobile networks is prohibited in Ukraine. If such equipment is detected, the mobile operator will have to pay damages.

"Independently connecting a repeater to a mobile communications network is an interference in the network and in the process of providing services, with changes to the electromagnetic environment in a specific service area, creating radio interference to other subscribers and networks of other operators, which entails administrative, and in some cases criminal liability. According to the requirements of the law, the owner of radio equipment that creates radio interference must, at the request of the user of the radio frequency spectrum, compensate for the costs incurred by him to eliminate radio interference and the damages caused," the NKEC statement says .

On December 10, 2025, the Cabinet of Ministers approved the methodology for calculating such losses.

According to the document, the losses caused to the user of the radio frequency spectrum include:

  • losses associated with the payment by the user of the radio frequency spectrum of penalties to end users for failure to fulfill or improper fulfillment of contractual obligations assumed towards them, as well as property liability provided for in Article 125 of the Law of Ukraine "On Electronic Communications";
  • additional losses (fines paid to other entities, cost of additional work, additional materials consumed, etc.);
  • revenues (forgiveness) that the user of the radio frequency spectrum expected to receive if his radio equipment was not affected by radio interference.

The amount of damages caused by the owner of radio equipment to the user of the radio frequency spectrum is the sum of the components determined and confirmed in accordance with the paragraphs above of this Methodology.

The NKEK also explained what to do if it is necessary to install repeaters.

"If you still want to use a repeater, contact your mobile operator. The operation of repeaters in Ukraine is carried out on the basis of radio frequency assignments. To do this, you must obtain a radio frequency assignment from the Ukrainian State Center for Radio Frequencies (UDCR), which is carried out for each radio equipment installed in a place with specific geographical coordinates. Only the operator - the owner of the network on which this radio equipment will be used - can apply for an assignment to the UDCR," the National Commission added.
