New rules for customs clearance of mobile devices came into effect in Ukraine on September 4. From now on, when importing goods under the UKT FEA codes 8517 13 00 00 and 8517 14 00 00, importers are required to indicate the international identifier (IMEI) of each smartphone or mobile phone.
According to the new requirements, information about IMEI codes is indicated in column 44 of the customs declaration under the code "9113", and in column 31 the note "See "electronic list" is made," reports the State Customs Service of Ukraine.
The main task of the mechanism is to combat "gray" imports, de-shadow the electronics market, and create equal conditions for legal sellers. The initiative for mandatory declaration of IMEI codes was supported by leading business associations, the public, and official importers of communications equipment.
The introduced mechanism is the first stage in the systematic fight against the smuggling of mobile devices. Customs checks the legality of imports and records data on the IMEI of each device in a single database. The database formed during registration will be transferred to law enforcement and regulatory authorities to verify the legality of equipment that is already sold in stores.
Thanks to this, government agencies will be able to quickly identify cases of sales of mobile phones that entered the country outside of legal customs channels.
