"Our partners are on the side of Ukraine and do not support Trump's policies." What do Ukrainian IT companies expect from a change in US policy?
In early March, relations between the United States and Ukraine deteriorated, leading to heated discussions between the presidents, the suspension of military aid and intelligence sharing. At the same time, the United States accounts for more than a third of the total volume of Ukrainian IT services exports — 37,2%, which brought almost $2.397 billion in revenues to Ukraine in 2024. The technology companies, whose representatives the DOU edition spoke with, say that American and European clients have not yet reduced contracts.
EPAM said that they do not see any significant changes and have no reason to expect significant pauses in concluding or extending contracts.
«The number of our American partners has not decreased in three years. Our partners are on the side of Ukraine and do not support Trump’s policies. Europeans also maintain a pro-Ukrainian mood. Politics does not affect our contracts, you just need to be better than other European or American companies, and you will have contracts», — the game development company Pingle Game Studio noted.

Volodymyr Khmil, CEO of the outstaffing company NERDZ LAB, said that about 41% of their clients are from the US. They, like their European partners, remain open to cooperation.
At the same time, the topic of political instability in the US is often raised in conversations. We do not see any prerequisites for a pause in contracts, but there is a risk of introducing additional taxes on cooperation with foreign companies in the States. This may affect sales and further cooperation in general», — he said.
According to Opendatabot, last year, IT exports brought in an average of $530 million per month. The highest such figure was in 2022 — $600 million. In 2024, the volume of IT exports amounted to $6.45 billion — 4% less than in 2023.
Recall that the head of the artificial intelligence department of Meta, Yann LeCun, warned that due to funding cuts, technical talent may drain from the US. Europe may attract them by offering more favorable conditions for research.
It was previously reported that in order to put pressure on Ukraine, the US may resort to disabling Starlink in Ukraine. Although billionaire Elon Musk denied a Reuters report that Ukraine may disable access to the Starlink satellite internet used by the Armed Forces, the Ukrainian military has begun to consider alternatives to the American service.
Europe is also considering various options in the event of a Starlink outage. One of them is the Govsatcom satellite network, the other is the Eutelsat and OneWeb constellation.
In addition, the US has stopped sharing intelligence with Ukraine, as stated by CIA Director John Ratcliffe. Intelligence provided by America is believed to be key to Ukraine’s ability to strike deep into Russia using missiles such as Storm Shadow and Atacms, as well as to detect Russian forces behind enemy lines.
In addition, it was reported that US Defense Secretary Pete Hegseth, according to The New York Times, had ordered a halt to offensive cyber operations against Russia. This report was denied by a Pentagon spokesman.
Ukrainian white-hat hacker Mykyta Knysh questions the existence of offensive US cyber operations against Russia. «There have never been any, neither covert nor overt», — Knysh stressed in a comment to dev.ua. According to him, the cyber command was created for slightly different purposes.
At the same time, cybersecurity expert Vyacheslav Davydenko said that the US provided assistance to Ukraine through joint cyber operations.
Cyber expert confirms that the US provided support to Ukraine in cyberspace. What could happen if they refuse to plan cyber operations against Russia?
