Updated booking rules: How IT companies are adapting to changes and how many IT professionals have reservations
The Ukrainian system of military conscription is constantly being updated. DOU spoke with representatives of large Ukrainian IT companies to find out how these changes affected the booking process and what the general situation is in the industry.
Key change: now the total number of conscripts includes men who are already serving in the military, but were mobilized after May 18, 2024. For example: you have 80 employees on the register and another 20 mobilized after May 18. Previously, only 80 were taken into account. Now - 100. And if you can reserve, for example, 50%, then before it was 40 people, and now - 50.
The companies that provided comments mostly did not experience significant changes in the booking process. This is partly due to the fact that a significant number of IT professionals work as sole proprietors or on gig contracts (61.82% and 14.41% respectively as of winter 2024), and these categories are not subject to booking.
Overview of the situation in leading IT companies:
EPAM: In June 2025, 500 specialists serve in the military, 80 have been demobilized (60 of them have returned to work).
Maklai: Out of 150 specialists, 19 are booked. The company notes the convenience of submitting applications through "Diya" and the ability to see the reasons for rejections. They suggest adding functionality for automatically calculating the available quota.
SoftServe: Several hundred are booked out of 7,200 employees in Ukraine. Since most work as gig contractors, the new changes are not having much of an impact. The company has 403 mobilized specialists, 60 veterans have already returned to work.
Intellias: 25% of the company's military-liable specialists (about 2,200 people in Ukraine) have reservations. Six have been booked in the last week. They expect the percentage of reservations to increase, which will positively affect the sustainability of the business. 97 specialists serve in the Defense Forces.
Sombra: Out of 300 specialists, 30 have reservations. The new norms did not have a significant impact due to the small number of mobilized people and different formats of cooperation. Among the difficulties are the incorrect operation of the reservation program and the reluctance of some employees to use "Reserve+" or update data in a timely manner. The company believes that the 50% quota is insufficient to protect critical specialists. 11 employees are undergoing military service.
Ciklum: 39 out of 2,000 specialists in Ukraine have reservations. No significant changes are expected in the near future. 99 employees serve in the military.
Sigma Software: 95 employees have reservations, four of them in the last week. The company has not yet noticed any significant changes, despite the updated rules. 46 employees serve in the Armed Forces of Ukraine.
Overall, while the updated rules provide some benefits, IT companies continue to adapt to changing conditions, facing both technical and communication challenges in the booking process.
It is important to note that if the mobilized were not added to the total number automatically, the employer must contact the CCC and the SP to update the information.
