The draft law on VAT for individual entrepreneurs may be adopted in March 2026

«Then, by January 15, 2026, the Government will introduce a bill (this will be the implementation of the IMF’s prior action) and will press for its adoption by the end of March 2026 (this will be the IMF’s beacon),» Zheleznyak wrote in his Telegram.
The draft law provides that from January 1, 2027, registration as a value-added tax payer with the regulatory authority will be mandatory for individual entrepreneurs if «the total amount from transactions for the supply of goods/services during the last 12 calendar months exceeds UAH 1,000,000 in total (excluding value-added tax).»
Earlier, Finance Minister Serhiy Marchenko stated that the main goal of such a reform is to level the playing field between taxpayers on the simplified system and VAT payers, as well as to establish common limits for these groups.
«This is a 'check for populism' — when Ukraine is now being forced to compensate for all those money distributions: cashback, issuing 1,000 UAH, check-ups and marathons…», believes Yaroslav Zheleznyak.
Experts believe that the introduction of VAT for individual entrepreneurs could lead to a 20% increase in the price of goods and services for consumers.
