Hetmantsev says in his Telegram post that the launch of the DSOM, which was supposed to take place on September 30 , has been disrupted. Initially, the launch of the system was blocked by KRAL for 3 years. According to the people's deputy, this was done at the request of the organizers of gambling. In December 2024, another postponement of the system launch was adopted. In March, PlayCity was created, but only on September 3 did the agency announce a tender for the development of the system .
The People's Deputy believes that the launch of the system was deliberately disrupted "in a deal with players interested in working in the shadows," so the state and the army will continue to miss out on billions of hryvnias.
"The head of the body, Novikov, who previously had a sad experience working at KRAIL, as well as the leading ministry, must bear political responsibility for this disruption. We overestimated the reformist power of the Ministry of Digital and their will to put an end to the shadow in the game. Mykhailo and the guys obviously played a not-so-cheap PR game by changing photos in the Diya, instead of ensuring market transparency and counteracting thieves," said Getmantsev.
Until the State Supervision and Control Commission is established, the only tool for controlling the gambling market is inspections, which have not yet been resumed. According to the People's Deputy, scheduled inspections of the gambling business have not been carried out since the beginning of martial law, and unscheduled inspections have ceased after April 19, 2024.
" Imagine, ordinary entrepreneurs are checked, but gambling organizers are not. Once again - not a single check in the last year and a half!", - the MP emphasized.
According to Getmantsev, he sent a letter requesting the resumption of scheduled inspections in November 2024, and then in March of this year, but both requests were ignored.
On August 29, a draft Cabinet resolution on the full resumption of inspections of gambling organizers appeared on the Ministry of Digital Affairs website. But, as the MP says, this happened only after an audit by the Accounting Chamber and another letter from the Rada Finance Committee.
Despite this, according to Hetmantsev, even the adoption of this resolution will not mean the actual resumption of inspections.
"In response to the Committee's letter, PlayCity also reports that it is still necessary to agree on and approve a unified form of the act... A kind of sad deja vu, because KRAIL also did not conduct inspections for more than a year after its creation precisely because of the failure to approve a unified form of the act... ", claims Hetmantsev.
