The PlayCity state agency revoked the license to conduct gambling activities of Cosmolot (Spaceix LLC) and imposed a fine of almost UAH 13 million.
This was reported by the acting Minister of Digital Transformation Oleksandr Bornyakov. According to him, instead of transparent payment by requisites, the online casino accepted ordinary transfers from card to card and allowed to replenish gaming accounts from third-party cards. In addition to losing the license, the company was imposed two fines totaling almost 13 million UAH.
«This year, we have radically changed the logic of regulating the gambling business. The market is moving from paper reports to the State Online Monitoring System (SOMS) and working with transactions in real time. In such a model, any „schemes“ or deviations will be highlighted instantly,» Bornyakov emphasized.
PlayCity detailed the structure of financial sanctions against Spaceix LLC:

UAH 8.6 million — for using p2p payments;

UAH 4.3 million — for the ability to top up accounts from third-party cards.
The regulator emphasized that the rules of the gambling market are the same for everyone, and the strengthening of supervision will continue. In particular, amendments to the relevant law have been developed, which should strengthen the requirements for checking gambling organizers and online casinos. It is expected that the Verkhovna Rada will consider the relevant bill by the end of this year.
In 2024, Cosmolot investor and co-owner, Anglo-German businessman Arnulf Damerau, told Western media that he had been extorted tens of millions of euros by corrupt officials in Ukraine’s law enforcement agencies and the presidential administration.
In the fall of 2024, the American investment holding company Nevada Gaming announced the completion of the acquisition of Spacesiks, which owns the Ukrainian online casino Cosmolot.
