PlayCity begins issuing licenses in the gambling business

The Ministry of Digital Affairs has published new rules that require gambling operators to meet stricter requirements. They must have an impeccable business reputation and have no ties to an aggressor state. In addition, companies must implement all necessary mechanisms to ensure responsible gaming.
According to the Ministry of Digital Affairs, the updated conditions allow the regulator PlayCity to start issuing new licenses, which is estimated to bring the state budget almost UAH 50 million in license fees in the near future. These funds are planned to be used to purchase drones for the Defense Forces of Ukraine.
The new requirements apply to both companies applying for a license for the first time and existing licensees. The latter have two months to provide PlayCity with documents proving their compliance. Failure to comply with the new requirements could result in fines or even suspension of their licenses.
Recently, dev.ua published the results of a study conducted by Kantar, Gradus, and Factum in August-September 2025, which indicate that the illegal segment of the gambling market is from 39% to 53%, and 90% of all illegal casinos are of Russian origin.
At the same time, the National Council for Television and Radio Broadcasting , in its official response to dev.ua's request, noted that there are no rules yet that define the requirements, criteria, and mechanisms for distributing gambling advertising in online media.
