IT sector taxes accounted for less than 2% of total state budget revenues last year. What experts predict for this year

Taxes paid by the IT industry in 2024 amounted to less than 2% of total state budget revenues (about 2.2 trillion hryvnias), but in 2025, tax revenues to the budget from the IT sector may exceed 2024 figures.

IT sector taxes accounted for less than 2% of total state budget revenues last year. What experts predict for this year

Taxes paid by the IT industry in 2024 amounted to less than 2% of total state budget revenues (about 2.2 trillion hryvnias), but in 2025, tax revenues to the budget from the IT sector may exceed 2024 figures.

DOU writes about this in its material, referring to the assessments of experts from the Center for Economic Strategy and the Kyiv School of Economics.

«If such rates are maintained over the coming months, then by the end of this year, it will probably be possible to accumulate approximately 1.5-2 times more tax payments than in 2024,» says Taras Marshalok from the Center for Analysis of Public Finance and Public Administration of the KSE.

Experts identify the following reasons for the increase in tax revenues:

  • the military levy rate was increased from 1,5% to 5%, particularly for gig contractors in Diya City;
  • military duty was extended to self-employed persons with simplified tax regimes of the third group — 1% of turnover;
  • The increase in some taxes (in particular, VAT) was affected by inflation: from 12% at the end of 2024 to 15,9% in May 2025.

At the same time, experts state that tax revenues from the IT sector depend on how companies interact with the state, and the amount of taxes also depends on foreign exchange earnings.

«This is not only the payment of direct taxes, but also export earnings, which provide foreign exchange income to the country, support for domestic demand, as well as receiving indirect taxes through the consumption of services and goods,» the Center for Economic Strategy noted.

In addition, according to experts, unlike other industries, IT does not consume many government resources.

«They do not use state infrastructure, do not require significant energy or environmental costs, such as metallurgy, the chemical industry, or even the processing sector of the economy,» states Taras Marshalok.

As dev.ua reported, in six months, residents of «Diya.City» paid a record amount of taxes, which has already exceeded the figure for the entire year 2024.

We previously reported that as of December 2024, Diya.City had 1,396 residents, 33,4% of whom were startups. In total, 889 new companies joined the special tax regime last year.
