This is stated in an analytical study by the company Opendatabot.
«Almost 82,000 new sole proprietorships opened and almost 120,000 entrepreneurs closed their businesses in the first four months of 2024. For every newly created business, there are 1.5 closed ones. For comparison, last year more small businesses opened than closed», — analysts note.
Of the 81,928 open individual entrepreneurs, 7,129 belong to IT or programming consulting. Also, 4,843 (5.91%) individual entrepreneurs belong to the «Information activities» category.
Opendatabot noted that in 2025, women were more likely to open sole proprietorships than men — 61% versus 39%.
According to Danylo Getmantsev, Chairman of the Committee on Finance, Tax and Customs Policy, the increase in the number of closures at the beginning of the year is due to the closure of non-working individual entrepreneurs, for whom the obligation to pay the Unified Social Security Tax was restored from January 1. He believes that this surge does not characterize the improvement or deterioration of economic processes in the country, since «the existing simplified taxation system is widely used to minimize tax payments or avoid mobilization».
Recall that according to the Unified State Register of Economic Activities , as of February 24, 2025, there were 262,093 active IT-individual entrepreneurs in Ukraine. Over 2024, their number decreased by 39,892.
It was previously reported that over five years, the number of taxpayers in the IT industry, namely individual entrepreneurs and legal entities, increased by 50,8%, from 176,900 to 266,800. In 2024, they all paid over $1 billion in taxes.
