Replenishment of cards through terminals only by phone number: NBU introduces new rules from June 26

From June 26, 2026, the rules for payments through self-service terminals will change: for any amount of funds, confirmation via a one-time code on a mobile phone will be mandatory. Each transaction will be tied to the payer's phone number, and the data will be stored by banks and payment services. But there are a number of services that the new rules do not apply to.

From June 26, 2026, the rules for payments through self-service terminals will change: for any amount of funds, confirmation via a one-time code on a mobile phone will be mandatory. Each transaction will be tied to the payer's phone number, and the data will be stored by banks and payment services. But there are a number of services that the new rules do not apply to.

The National Bank approved the relevant changes on June 16, 2026.

When replenishing a card or paying for services in cash through any terminal (PTKS), regardless of the amount (even if it is 10 hryvnias), the service or bank is obliged to verify the identity of the payer.

The procedure will look like this:

  1. You approach the terminal and first enter your full mobile phone number on the screen.

  2. The system must verify that you actually have this phone with you. It does this in one of two ways:

    • or sends you an SMS to your phone with a one-time secret password that you must enter on the terminal screen;

    • or you receive a call on your phone, during which a robot dictates this password (or the password is the last digits of the calling number), and you also enter it on the screen.

Only after you enter the correct code will the terminal allow you to deposit cash and complete the transaction.

The receipt will also contain the full mobile phone number belonging to the payer.

The new requirements do not apply to:

  • government payments: taxes, fines, state fees and administrative services;

  • utilities and communications: payment for housing and utilities, landline telephone, TV, Internet and security;

  • tickets: railway tickets (including electric trains);

  • public transport: paying for minibuses, city/suburban transport and topping up travel cards;

  • mobile communication: phone top-up up to 500 UAH per month.
