This was reported by Russian media, referring to the Telegram channel "ZaTelekom" of IT expert and executive director of the "Internet Protection Society" Mikhail Klimarev.
As of December 23, Google's monitoring service shows 8.5 points of traffic from the Russian Federation. Before the "slowdown", it was 40 points.
"That is, it is now approximately 20% of the normal state. That is, we are no longer talking about some kind of throttling, but a real blocking. We state: YouTube is de facto blocked in the Russian Federation," the message says.

Access to YouTube for users from Russia is possible only through paid VPN services. Free VPNs work unstable - a maximum of a minute, after which the connection is broken. Therefore, for 80% of the country's population, the platform is actually inaccessible. Previously, the average daily audience reach from Russia was 55.4 million people, writes OBOZ.UA.
Recall that in August, the Russian authorities announced to communication providers their decision to slow down the speed of downloading videos on Youtube to 128 kilobytes per second .
Subsequently, Russian internet monitoring sites reported massive outages in the YouTube video hosting service , and Russian providers began warning users about blocking Google services.
Over time, Internet providers in Russia began to complain that they were losing subscribers en masse due to YouTube slowdowns.
