«Instagram blogger Rusalochka XL posted a video in Stories in August, where she called gambling „good for mood and concentration,“ talked about an alleged personal win, and added a link to a casino website. This is a classic example of manipulative advertising with a call to play,» the Playcity agency’s TG channel reported on the circumstances of this case.
The agency also added that during the check, they allegedly found out that this blogger was not registered as a player at the online casino she was advertising, and her «winning story» was fictional.
Apparently, it was for this that the agency imposed a fine of UAH 4.8 million, which is equal to 600 minimum wages.
Interestingly, the first Instagram blogger to be fined UAH 4.8 million by PlayCity for casino advertising was Yelizar Bashynskyi, while another millionaire blogger, Simbochka, was blocked on Instagram altogether for illegal casino advertising, along with other bloggers with a smaller audience. In this case, the criterion by which some Instagram bloggers are blocked on the social network for casino advertising at the request of the authorities, while others are simply fined, remains unclear.
Perhaps this situation arose because there are simply no codes (rules) that define the requirements, criteria, and mechanisms for distributing gambling advertising in online media. In response to a request from dev.ua , the National Council for Television and Radio Broadcasting confirmed this .
At the same time, UAH 84 million has already been allocated for the creation of a state online gambling monitoring system in 2025.
Recall that dev.ua told how casinos can become official media outlets for only UAH 4,000, and even bloggers can officially advertise gambling — for this it is enough to obtain 21+ media status.
