Cameras, pauses and video verification: how the rules for using payment terminals may change in Ukraine

Key market players, together with the Association of Ukrainian Banks, are already preparing a memorandum that envisages a large-scale transformation of the PTKS segment. The rules for customers may change by the end of the year.

Key market players, together with the Association of Ukrainian Banks, are already preparing a memorandum that envisages a large-scale transformation of the PTKS segment. The rules for customers may change by the end of the year.
Why regulations for terminal users may tighten
In June, the National Bank of Ukraine imposed a fine of UAH 135 million on each of the companies — EasyPay and City24. The regulator explained this decision by the improper organization of financial monitoring, which concerns the verification of customers. According to Forbes Ukraine , the National Bank has already transferred the inspection materials to law enforcement agencies due to suspicions of using the City24 and EasyPay networks for money laundering.
These companies are the largest players in the cash terminal market, controlling about 60% of the segment together. As of April 1, 2026, the EasyPay network had 20,000 terminals, and City24 had 15,000.
Such a tough measure against leaders could completely change the rules of the game in the cash terminal market.
What can change?
Terminal business participants plan to sign a memorandum with the Association of Ukrainian Banks (AUB) to establish uniform limits and restrictions on the market, and City24 has already officially sent such a proposal. The National Bank and AUB confirmed the preparation of these changes for financial monitoring: according to the head of the AUB profile committee, Yulia Fedosyuk, after collecting proposals from all market players, they plan to submit common rules of the game for consideration by the NBU in approximately two to three weeks.
For users of payment terminals, the changes may become noticeable in as little as three months: if the new rules are approved, they will face mandatory video verification during transactions, and the terminal points themselves will be equipped with surveillance cameras.
In addition, the payment process will take longer, as forced time pauses will be introduced between transactions, making it impossible to quickly make multiple payments in a row.
