AI made Iranian-Russian Shahed autonomous and allowed them to hunt Ukrainian power plants even in the face of electronic warfare (EW) countermeasures
This was stated by the Ambassador of Ukraine to the EU Vsevolod Chentsov. According to him, Ukraine needs to strengthen its air defense systems to counter Russian missiles and drones, whose development is not standing still. From 400 drones in May 2024, the number of drones launched by Russia per month increased to 2,400 in November — this was facilitated by the expansion of production in Alabuga.

Chentsov recalled that the Ukrainian Defense Forces need Western-made interceptor missiles due to Russian drone and missile attacks targeting energy infrastructure and residential areas. Politico writes this with reference to an interview with Playbook.
«And unfortunately, the attacks are becoming more sophisticated. The Russians are even using artificial intelligence to make it harder to jam their Shahed drones. They’ve started equipping them with the ability to recognize targets even when they’re offline, so if they’re flying in an autonomous mode, they can still see an object that looks like a power plant,» said Vsevolod Chentsov.
Earlier, sources in the Ukrainian Armed Forces told The Guardian that the Russians were planning to create «swarms of drones» using AI. The drones would coordinate with each other during an attack in a way that would bypass Ukrainian air defenses. It is unclear how effective this technology could be, the publication writes. It is reported, without specifying specific figures, that Russia manages to produce «hundreds» of such drones per week.
The occupiers have increased the production of drones in Alabuz
Over the past six months, the number of Russian drone attacks has increased from about 400 in May to more than 2,400 in November, according to data CNN obtained from the Ukrainian Armed Forces. At least 1,700 drone strikes were carried out in December.
The publication claims that the Russians have managed to expand a secret factory in the Alabuga special economic zone in southern Tatarstan. In particular, satellite images show an increase in the area of the production site by 55%. It has significantly increased production of Iranian-designed strike and reconnaissance drones, using a number of Chinese components and employing a very young, low-skilled workforce of Russian teenagers and African women.
The plant also produces thousands of decoy drones designed to undermine Ukrainian defenses. Satellite images analyzed by CNN and experts show that two additional buildings have been built on the site, as well as increased security.
Alabuga, about 1,000 km east of Moscow, was set up in 2006 to attract Western companies with generous tax breaks. But after the war, Russia found itself isolated, so the zone expanded and refocused on military production. According to the leaked documents, Alabuga is now the main factory for the Shahed-136 drone — or «Geran-2» as Russia calls it — with a deal to produce 6,000 units by September 2025.
Alabuga has likely already fulfilled this contract. According to Ukrainian military intelligence, the plant produced 2,738 Shahed drones in 2023, and more than doubled that number in the first nine months of 2024, producing 5,760 units between January and September.
Later, hackers from Cyber Resistance, together with the international intelligence community InformNapalm, gained access to classified data from the Russian drone company Albatross. They indicate that the Alabuga special economic zone, which was recently attacked by Ukrainian UAVs, is being used entirely for the production of Shahed-136 kamikaze drones.
The Russian army has set a new record for drones used in a single attack on Ukraine, with 188 UAVs. The occupiers are ramping up production of Shahed drones, and could triple last year’s figures.
Як нейромережі бачать вільну та незалежну Україну? Тест dev.ua
