According to the new Concept of Digital Transformation, AI will not only appear in the «Diya» application, but will also become a daily tool for analytics and searching for corrupt officials in the offices of civil servants.

The government plans to give the green light to the use of artificial intelligence in public administration. According to the new Concept of Digital Transformation, AI will not only appear in the «Diya» application, but will also become a daily tool for analytics and searching for corrupt officials in the offices of civil servants.

«Action» at maximum speeds: multimodal interfaces

The Diya application and portal are getting a major upgrade. The government plans to integrate AI and introduce multimodal interfaces.

In the IT world, multimodality means that a system is able to perceive and process information not only through button presses, but also through different channels simultaneously: voice, text, images, or even gestures. That is, in the future you will be able to literally «talk» to «Diya», ask her to find the service you need, fill in the application fields for you based on voice commands or photos of supporting documents.

In addition, it is planned to open the API (application programming interfaces) of «Diya» for integrating AI components so that other government agencies can use these ready-made «smart» modules in their services without reinventing the wheel.

Officials with AI assistants

Artificial intelligence will become an official assistant for civil servants. The concept involves the implementation of AI-based tools for the daily work of the apparatus:

  • Big Data Analytics: AI will help officials analyze large amounts of information to make management decisions. Instead of manually crunching tables in Excel, neural networks will make predictions and look for anomalies.

  • Anti-corruption radars: AI algorithms are planned to be used to automatically detect corruption risks (for example, during public procurement, issuing permits, or analyzing declarations).

  • Pilot projects instead of blind implementation: The state will not immediately transfer everything to AI. First, they will launch «pilots» in priority areas. If the tool shows real effectiveness, it will be scaled up.

Ethics and no «black boxes»

The state understands the risks, so the Concept strictly stipulates safeguards. The implementation of AI will be accompanied by ethical and transparency requirements.

This means that algorithms should not discriminate against people. If a neural network (for example, when issuing some social benefits or permits) makes an automated decision, the citizen will have the right to know what logic guided the algorithm. The state promises not to turn AI into a «black box» whose decision cannot be appealed.

Clear KPIs for 2030

The government has set specific figures by which the success of the AI ​​strategy in the state will be measured by 2030:

  • Quality of Ukrainian AI: The state will begin to officially measure the quality of work of AI models in the Ukrainian language using special national benchmarks (tests).

  • Inclusivity: At least 10% of government digital resources will use AI-based services to provide inclusive e-services (e.g. for people with visual or hearing impairments).

  • Mass learning: The National Portal «Diya.Osvita» will receive 7 new AI-based functions for personalization of learning and adaptive assessment.

  • Digital literacy: 62% of Ukrainians (aged 16 to 74) should learn to confidently use AI tools for work, study, and everyday tasks. Mandatory advanced training programs on the use of artificial intelligence will be created for officials and teachers.
