Here are the 10 most common questions and answers regarding fine payment and accrual.

The Ministry of Defense explained how the payment algorithm for this violation works and answered the most frequently asked questions.

What summonses are considered served?

A summons is considered served if it was sent by mail or delivered to a person in person by the employees of the CCC. Each summons has a note in the Oberig register that it was sent or delivered. If a person does not arrive on time, this does not exempt them from the obligation to appear at the CCC. Regardless of the date of receipt of the summons, you are obliged to comply with its requirement.

I didn’t know I had been summoned. What should I do in such a situation?

You need evidence that you really did not receive the summons. For example, a certificate from the post office stating that the summons was not received or a notification that it could not be delivered. Then you can contact the CCC, and the violation will be removed.

If I pay the fine for failing to appear for a summons, will the red tape disappear?

Yes, it will be visible in Reserve+. The violation mark and red ribbon will disappear. However, if the fine is not paid, you will still see the red ribbon in Reserve+.

Will the summonses stop coming after paying the fine?

Paying a fine allows you to close one violation and removes the red tape. But it does not cancel your obligation to comply with military registration requirements. Therefore, summonses may continue to arrive.

If a person was served with a summons properly — in person or by mail — he or she may be considered to have been duly warned by the head of the CCC and the SP about the consequences of failure to appear, as provided for in Articles 210, 210-1 of the Code of Ukraine on Administrative Offenses, as well as Articles 336, 337 of the Criminal Code of Ukraine.

Systematic ignoring of summonses will be grounds for criminal prosecution and other legal restrictions.

I received a summons, but for a good reason I couldn’t get to the CCC on time. Will I get a red tape?

The law defines good cause as a natural disaster, illness, death of a relative, or military action. You have three days from the date you were supposed to appear for a summons to notify the CCC of your failure to appear. And seven days in total to appear. The issue of lifting the red tape in such cases will be considered on an individual basis.

How does the algorithm for paying a fine for failure to appear for a summons work?

Payment of a fine for failure to appear for a summons works in the same way as for untimely clarification of data.

  1. Download Reserve+.
  2. Go to the «Online Fines» section and submit an application for recognition of the violation.
  3. The CCC must consider the application and send a resolution within three days. After that, there is an opportunity to pay a fine of 8,500 UAH — 50% of the full amount. There are 20 days to pay.

If you do not pay within this period, you will have to pay the full amount — UAH 17,000. If you do not pay within the next 20 days, the fine doubles and will be UAH 34,000.

After paying the fine, the red ribbon will disappear. The entire process usually takes about four days. To see your current status, update your military document in Reserve+ after paying the fine.

The obligation to comply with military registration requirements remains. Therefore, summonses may continue to be issued. Systematic ignoring of summonses will be grounds for criminal liability and other legal restrictions.

What if I file an application to admit the offense but fail to pay the fine?

If you ignore the payment of the fine within 40 days, the case will be forwarded to the enforcement service. This may lead to the blocking of bank accounts, seizure of property or transport, and entry into the Unified Register of Debtors.

If I paid the fine for failure to appear for a summons by visiting the CCC in person, I have a receipt, but I still see this violation in Reserve+, what should I do?

This can happen if the CCC and SP did not enter the payment information into the register. Because of this, the information was not displayed in the application. If you paid the fine for this violation, you do not need to acknowledge the violation again and pay the fine again. But we recommend that you have a receipt with you.

If I have a red tape, but have not submitted an application for payment of the fine, will my case be sent to the enforcement service?

No, but in this case, the National Police will detect violations during the document check and may forcibly take you to the CCC to draw up a report.

Can I pay the fine not at Reserve+?

Yes, you can write a statement to the CCC and pay the fine offline. The fine payment service in Reserve+ is a voluntary additional tool that helps you follow the rules of military registration and allows you to quickly resolve issues without queues and unnecessary hassle.
