«First of all, there were not enough people with the proper qualifications in cyber defense. And the defense system itself was not sufficiently funded — on a residual basis, that is, with the money that was left after spending on digitalization,» Hromadske quotes the expert in his material.
He called the system’s protection insufficient, but at the same time added that the system was still protected quite seriously.
Konstantin Korsun also focused on the lack of a separate center in Ukraine that would be responsible for cybersecurity expertise.
«Actually, we don’t have any center for cybersecurity expertise, namely professional expertise,» Korsun summarizes.
He called another «minus» the lack of modern legislative regulation.
«We still don’t have a normal law on cybersecurity. We have a crooked and outdated law on the basic principles of cybersecurity, to which something is constantly being added. So, bill No. 11290 — you see, this is a law on amendments to laws, that is, another patch. This is an attempt to cure a system that doesn’t work. We don’t have a single government body that would be responsible for cybersecurity. Not only would it take money to develop cybersecurity, but it would also be responsible for the consequences, in particular for the negative consequences,» he concludes.
Previously, cybersecurity expert Konstantin Korsun expressed the opinion that programs such as «Winter eSupport» and «National Cashback» put the issue of banking secrecy at risk.
The cyber expert also told what mobile applications, in his opinion, should not be installed on a smartphone.
