The head of the inter-factional association "Searching for the Kingdom of God and His Truth" proposes that the Verkhovna Rada adopt a bill on changing the rules for serving subpoenas
MP from the Servant of the People faction, Heorhiy Mazurashu, has registered in the Verkhovna Rada draft law No. 15387, which proposes to amend the rules for serving summonses and applying sanctions for failure to appear at the CCC and the Joint Committee. The document is aimed at revising the norms of the mobilization legislation adopted in April 2024.
MP from the Servant of the People faction, Heorhiy Mazurashu, has registered in the Verkhovna Rada draft law No. 15387, which proposes to amend the rules for serving summonses and applying sanctions for failure to appear at the CCC and the Joint Committee. The document is aimed at revising the norms of the mobilization legislation adopted in April 2024.
The deputy announced the registration of the initiative on his page, referring to the draft law card on the parliament's website.
According to the proposed changes, the author of the initiative advocates the abolition of the norm according to which a demand from the CCC is considered delivered even when the post office only puts a mark about the impossibility of delivery to the specified address. The deputy argues this by saying that a citizen may not know about the sent demand, but will still be liable. According to him, this norm has caused concern among voters, who compare it to “slavery.”
In addition, the bill proposes to abolish restrictions on the right to drive a vehicle for those citizens who notify the CCC in writing about the impossibility of performing military service due to religious or personal beliefs. To remove the restrictions, the conscript will have to declare his readiness to perform other functions for the defense of the state within the framework of alternative (non-military) service. It is proposed to notify the CCC through the Central Service Center, by mail or e-mail.
In the explanatory note, the author refers to Article 35 of the Constitution of Ukraine, the International Covenant on Civil and Political Rights, and the European Convention on Human Rights, emphasizing the right to freedom of thought and conscience. “If we change the norms, removing the strange norm that a demand can be considered served even in cases where it was not actually served, this will only contribute to strengthening defense capabilities and reducing problems in the army and in the rear,” the justification for the bill states.
Earlier, on May 14, an inter-factional deputy association "Searching for the Kingdom of God and His Truth" was created in the Verkhovna Rada, headed by Heorhiy Mazurashu. According to "Word and Deed", the deputy is known for a large number of legislative initiatives that almost never become laws. During 2021 alone, he registered 221 draft laws, of which the parliament adopted a total of 18 (about 8.1%).
Earlier, People's Deputy Mazurashu proposed celebrating Thanksgiving Day in Ukraine. And last year, together with his colleague, he proposed changing the text of the National Anthem of Ukraine.
