Top 10 Internet providers in Ukraine by revenue in 2025: Kyivstar and Ukrtelecom lost leadership

This was reported by the publication Mind, which prepared a rating of Ukrainian Internet providers by revenue in 2025.
To create the rating, Mind analyzed the financial results of over 220 legal entities according to Opendatabot data.
For many years, Kyivstar and Ukrtelecom competed for the status of operator No. 1, but according to the results of 2025, they lost their leadership, taking second and third place, respectively.
The first place in the ranking was taken by the DVL group of companies ("Datagroup", Volia, lifecell) with revenue of UAH 3.958 billion. Recall that Internet providers "Datagroup" and Volia entered the DVL holding in September 2024 - after the acquisition of these companies by NJJ Holding of French billionaire Xavier Niel.

Ukrtelecom became an outsider in terms of growth among the ten largest players - the growth over the year was only 1%.
The leader in growth was the Tenet group of companies — an increase of 87%.
