According to Forbes, the reason for the blocking is that the BEB is investigating tax evasion by the Kuna crypto exchange group. «As part of the criminal proceedings, a forensic economic expert opinion was obtained, which confirms intentional tax evasion,» the bureau’s press service told the publication.
Users have been blocked from accessing the service on the territory of Ukraine. The relevant order was issued by the National Center for Operational and Technical Management of Telecommunications Networks (NCT) under the State Service for Special Communications, following a court decision.
The potential losses to the state are about UAH 50 million, a law enforcement source familiar with the case told Forbes. He spoke anonymously due to the sensitivity of the issue.
As the publication investigated, Kuna operated in Ukraine under the legal entity «Kuna Exchange», whose revenue in 2023 was UAH 1.3 million. In December 2024, it changed its name to «Moment Exchange», and Chobanyan ceased to be the owner of the Ukrainian legal entity. Now it is 100% owned by Tajik Nurdinzoda Khukmidini Nuridin, according to YouControl data. The system finds 40 more legal entities under his name where he is the owner or has a stake. Their main KVEDs are construction, real estate transactions, trade, etc. Forbes Ukraine was unable to find the new owner’s social networks or any information about him on the Internet.
Chobanyan commented on the change of ownership in writing: «I have not had a business in Ukraine since the war and do not plan to, so I sold and closed all Ukrainian legal entities, including individual entrepreneurs.» Kuna Exchange LLC, he said, was created to launch a blockchain association and «did not have time to conduct crypto-related activities.» He did not provide details about the new owner.
