The Ministry of Health denied information about the alleged mobilization of people with disabilities from January 1.
"In recent days, inaccurate information has been circulating online that from January 1, people with disabilities will be mobilized due to the liquidation of the MSEKs, and instead, special commissions will cancel previously obtained statuses. The information that all disabled men aged 25-60 must undergo a re-examination to establish disability is not true," the ministry emphasizes.
The Ministry of Health explained that medical and social expert commissions (MSECs), and expert teams of practicing physicians who will replace them from January 1, 2025, establish or cancel disability solely on the basis of the grounds and criteria defined in the legislation.
All people with disability status continue to receive benefits, services, assistance, and, in particular, deferral from mobilization, based on the MSEC's conclusion for the duration of its validity.
The only exceptions are illegal decisions to establish disability, in respect of which criminal cases have been opened and facts have been established.
At the same time, everyone who has limitations in daily functioning, i.e. legal grounds for disability status, will undergo an assessment by an expert team of medical practitioners within the prescribed period. If disability is established for an indefinite period, the assessment is not mandatory, only at one's own request: all benefits, guarantees and payments remain in force.
If a person was supposed to undergo a re-examination during 2022-2024, but was unable to for good reasons and in accordance with the exceptions in the legislation for the period of martial law, then it will be necessary to undergo it: men aged 25-60 with disability groups 2 or 3 - by November 1, 2025; all other patients (except for the cases listed below) - by April 1, 2026.
