The Government of the Republic of Poland has developed a «Safety Guide», which is available in a digital version (it can be downloaded at the link), published in Braille and in various languages, including Ukrainian.
«The threat to Poland has increased significantly in recent years. Disinformation, cyberattacks, hybrid threats, sabotage or diversion are used to destabilize the state. The war on our eastern border is also affects our sense of security. The risk of extreme weather events is also increasing. Their consequences can cause power outages, travel and communication difficulties, material destruction, difficulties in conducting economic activities, and also pose a threat to health and life. Many of these events cannot be avoided, but they can be prepared for. The Government of the Republic of Poland is aware of the importance of these challenges, which is why it has developed the «Security Guide», the guide says.
The 54 pages explain how to respond to an alarm, how to prepare an evacuation backpack and home in case of a threat, etc. There is also a section on military service, which, in particular, invites you to join the voluntary defense training of the Polish Armed Forces.
The manual was officially presented in August 2025. The Ukrainian version was published in December, the Polish Ministry of the Interior and Administration reported on X.
First of all, the booklets will be sent to residents of the eastern voivodeships — Podlaskie, Lublin and Warmian-Masurian. MSWiA emphasizes that these regions are of particular importance from the point of view of state security. After that, the booklets will begin to arrive in other parts of the country — in particular, in the Masovian, Silesian, Lesser Poland and Greater Poland voivodeships.
The handouts began arriving in Warsaw residents' mailboxes in January, Polish media reported. They are accompanied by letters from, among others, the heads of the Ministry of National Defense and the Ministry of the Interior and Administration.
The distribution of the manual was also confirmed to dev.ua by Ukrainians living in Poland.
A survey was even conducted in February regarding the usefulness of the guide. According to Remiza.pl, the most popular answers were «quite useful» — 30,9% and «definitely useful» — 12,6%. Negative answers, meaning «quite not useful» and «definitely not useful», amounted to 15,6% and 15,9%, respectively. 25,1% of respondents had no opinion.
