This was stated by Oleksiy Semenyuk, Chairman of the National Securities and Stock Market Commission (NSSMC). According to him, such data is recorded in the Global Crypto Adoption Index 2025 study by the analytical company Chainalysis.
"When a country ranks first in the world in terms of crypto activity per capita, we can no longer talk about virtual assets as a niche phenomenon. The market exists, Ukrainians use it, and businesses create products," Semenyuk emphasized during a profile discussion.
The head of the NSSMC noted that the main issue at the moment is in which jurisdiction this business operates, where taxes are paid and how protected the domestic user is. Proper legalization should create clear rules for the operation of authorized services for the purchase, sale, storage and staking of virtual assets.
The official named the tokenization of real assets (RWA) as a separate promising direction for the domestic market. This technology allows transferring rights to physical assets into a digital format, which can become a new tool for attracting capital. At the same time, Semenyuk emphasized that for the full operation of the market, the adoption of one law is not enough - deep integration of legal crypto companies with the banking infrastructure is necessary through the joint work of the National Bank and other regulators.
