Ukrainian company Stetman is working on creating a sovereign group of UASAT LEO satellites as an alternative to Starlink. The project is estimated at $634 million

Ukrainian company Stetman, which specializes in the production of satellite terminals, is working on three projects under the UASAT brand, which should become an alternative to Elon Musk’s Starlink satellite internet.
This is stated in the material of the Mind publication, which spoke with Stetman CEO Dmytro Stetsenko.
«It’s not just about creating a compatible infrastructure, but also about developing our own equipment capable of meeting current market demands,» he noted.
Stetman is developing several UASAT directions of various scales at once as an alternative to Starlink.
UASAT GEO 74 offers satellite terminals adapted to field conditions with protection against electronic warfare, and manufactured in Ukraine. They operate on the basis of the geostationary Jupiter 3 satellite from Maxar Technologies. In Ukraine In Ukraine, UASAT GEO 74 terminals should provide a speed of 5 Mbps download, 100 Mbps upload against 20/200 in Starlink.
Military UASAT GEO will cost 63,000–86,000 UAH including VAT. Subscription fee — 3,000–7,000 UAH including VAT.
According to Stetsenko, this project is not a direct competitor to the multi-billion Starlink, but it «responds to real requests and limitations that currently exist in Ukraine.»
UASAT GEO Blade are terminals for mobile objects that are installed on equipment, vehicles, in command and control posts, etc.
«The solution is based on several geostationary satellites and allows flexible switching between satellite communication providers. This project is much more technically complex, so the estimated implementation time is 6–9 months. Its target niche is closer to Starlink,» said Dmytro Stetsenko.
In this project, Stetman is collaborating with the Swedish company Requtech, with which it signed an agreement on licensed serial production of advanced satellite terminals in April 2025. Stetsenko told dev.ua that the agreement does not fix a specific production volume — it is a license. According to an optimistic scenario, in 6 months the Ukrainian company plans to launch production with a capacity of 2,000 to 10,000 terminals per month, paying Requtech a license fee for each product.
UASAT LEO involves the creation of a sovereign constellation of satellites in low orbit.
«This is our largest and most ambitious project — the creation of an independent national satellite network based on LEO satellites. We are talking about 60 satellites that will provide broadband connectivity throughout Ukraine and beyond,» said Dmytro Stetsenko.
According to him, the project involves launching its own satellites with the help of Eutelsat and OneWeb and is estimated at $634 million. It is not intended to compete with global companies and is being created primarily to provide the Defense Forces with the necessary infrastructure.
Recall that SpaceX’s Starlink constellation currently has over 7,000 satellites in low orbit, the first of which was launched in 2019. However, after controversial statements from SpaceX owner Elon Musk and hints of a Starlink shutdown in Ukraine, many countries began to doubt the reliability of the company’s services and began looking for alternatives .
