The government is considering making significant changes to the current system of conscription.

In particular, some points of such changes that the Cabinet of Ministers is preparing to make to the relevant resolution were shared by People’s Deputy Yaroslav Zheleznyak.

In particular, it is planned to rewrite the reservation rules, and specific ministries will not have a significant influence on the formation of such a quota.

In particular, he confirmed that in the defense and energy sectors, it is planned to leave 85% reserved instead of the current 100%, and in the utilities sector, the reservation quota may decrease from 75% to 60%.

“The basis for calculating 50% is becoming smaller. Workers with a deferral (students, caregivers, parents of three children) are no longer counted. There were 100 people and 50 armor — there will be 80 and 40,” the MP also reported.

According to him, a coordination center will appear under the Cabinet of Ministers, which will resolve these issues — it will include 17 officials, mainly from law enforcement agencies.

"Without his recommendation, there is no critical status, no limit of more than 50%. He can recommend removing the status. There are no deadlines, criteria, or appeals," Zheleznyak assured.

According to the deputy, by October 20, all ministries and regional administrations must rewrite the industry criteria for "criticality".

He called the clause about "50%" "very problematic."

“The basis for calculating 50% is being reduced. Since employees with deferrals are no longer counted. If there were 50 with deferrals and 50 reservations, there will be 50 with deferrals, 25 with reservations and 25 without reservations, if they remain at work. It turns out that there must be a large number of people who will work without reservations. Otherwise, it will not be possible to reserve anyone,” the parliamentarian concluded.
