The Ministry of Digital Affairs is strengthening its team - a new state secretary has joined the department

The Cabinet of Ministers of Ukraine has appointed Herman Filatov as State Secretary of the Ministry of Digital Transformation. The new official will be responsible for internal digitalization, reorganization of business processes, and strengthening the institutional capacity of the department.

The strengthening of the management team was announced by the Minister of Digital Transformation, Oksana Ferchuk. She emphasized that the effective work of the "back office" is an obstacle to the rapid launch of new public services and large-scale digital reforms.

"I am pleased to announce the strengthening of the team: German Filatov is joining us as State Secretary of the Ministry of Digital Economy," said the head of the ministry, Oksana Ferchuk. "Each new launch of a service or project is the result of the work of a large team. To ensure that the ministry's internal processes run like clockwork, we are strengthening our back office."

German Filatov has over 7 years of experience in the public sector. He holds a Master of Laws and a Master of Accounting and Taxation. The new State Secretary has deep expertise in the field of public law, rulemaking, legal support for the activities of state bodies, and support for management decisions.

In addition, the official has practical experience in interdepartmental coordination and interaction with the Cabinet of Ministers of Ukraine, the Verkhovna Rada, the Office of the President, ministries, and international institutional partners.

In his previous position as Director of Digital Transformation (CDTO) of the State Water Resources Agency, Filatov was responsible for modernizing the e-services portal, developing new online services, and comprehensively updating the agency's IT infrastructure.

In his new position, the focus of Herman Filatov's work will be:

  • digitalization of the Ministry of Digital Affairs' internal processes;

  • reorganization and acceleration of operational business processes;

  • systematic team development and performance improvement;

  • strengthening the institutional capacity of the ministry for the accelerated launch of new reforms.
